Dr. JP Calls Upon the Brightest to Enter Politics

Lok Satta Party President Dr. Jayaprakash Narayan (Dr. JP) has underlined the need for ensuring that the best of people enter politics since never before in India’s history the opportunities for resolving people’s problems are as many as they are today. “There are no problems, which are really intractable any longer, except old age and death, and perhaps taxes. In fact, most problems are amenable to simple, practical solutions, if only we leverage our strengths”.

Paraphrasing Charles Dickens, Dr. JP has said it is the best of times since we have the means and technology at our disposal to resolve people’s problems and it is the worst of times since we do not have many people who enter public office with competence, commitment, and integrity and with a passion for public service.

Addressing a gathering of software professionals and others on ‘Leadership in 21st Century India – Opportunities and Challenges’, Dr. JP today bemoaned that the conditions in India are so rotten that an eminent person like Dr. Manmohan Singh, roundly defeated in the 1999 Lok Sabha elections, had to go to distant Assam to become a Member of the Rajya Sabha by a false declaration of residence.

Dr. JP said: “We, as a society, have enormous strengths. But as a society, building, nurturing, and developing leadership is certainly not one of them”.

Dr. JP said large sections of people feel that everybody in government -- politicians, bureaucrats, judges -- is a scoundrel -- and generalize that all rotten people in the country go into politics and all good people stay back. “Shunning politics and public office with such notions is, however, unwarranted and irrational. There are some very fine people in government just as there are very fine people in other walks of life. It is, therefore, absurd to conclude that scoundrels enter government and saints stay away”.

“Politics is perhaps the noblest of all endeavors because it is about reconciling the limited resources with unlimited wants, and reconciling seemingly irreconcilable conflicts among various groups in society, particularly in a very diverse and complex society. Without governments many things that are vital cannot be done.

“But unfortunately, politics has become the playfield of people who do not deserve to be there. Some are there because of their pedigree while many are there because of their money power or caste or muscle power. Strange circumstances catapult some others into high office.
“Such leaders rule the roost not because Indian people are stupid or irrational but because the problem is systemic. In the past 25 or 30 years, we have created disincentives for the right kind of people, and huge incentives for the wrong kind people, to enter politics”.

Dr. JP pointed out that there are answers to most problems. “Leadership is about identifying those answers, leveraging our strengths, and dramatically transforming the situation in the shortest possible time”. Dr. JP added that great changes in history all over the world had been wrought only when middle classes, the elite and the media joined hands, built appropriate platforms and launched concerted movements. “Do not expect the masses to be at the forefront of historical changes.”
.
Dr. JP specifically dwelt on certain sectors, which call for transformational leadership.

Electoral system: While most of the countries, including Britain, are giving up “first-past-the-post” electoral system, we stick to it validating Macaulay’s observation, “Indians are the last living Englishmen”. It is time we switched to proportional representation.

Healthcare: We have one of the most disgraceful systems where public health expenditure is 17% and out of pocket expenditure, mostly by the poor, 83%. We rank with Cambodia, Burma, Afghanistan, and the Republic of Georgia all of which are at the nadir. We can introduce National Health Service as in Britain to provide access to quality health care to every citizen. In China, doctors in hospitals are paid their salaries from a county-level health fund. The people have the choice of going to any one of the 20 or 30 hospitals in the county. You have to attract patients and provide services to earn your salary. Money follows the patient.

Education: The failure of higher education has now hurt school education very badly. We have people with degrees like B.Ed’s and M.Ed’s but they cannot teach. Although we have one or two per cent of degree holders who are a match to the best in the world, the average university degree holder does not hold a candle to an average graduate in most of the civilized countries. We allowed this decline because of lack of leadership. We choose vice-chancellors based on their caste or region.

Dr. JP concluded by saying that we have to build incentives and institutions to change people’s attitudes. “Leadership is about creating institutions, identifying solutions institutionally and finding those things that work in the circumstances in which we are placed. We are not doing too badly despite all these impediments. But we can do much more.”

Why there is a demand for criminals

Lok Satta Party President Dr. Jayaprakash Narayan said today there is a market demand for criminals in our society because justice is so inaccessible. "People have to create criminals to get rough and ready justice through devious means. Or else, they have to swallow injustice and suffer silently".

Addressing a gathering of IT professionals, Dr. JP said, "Criminals are legitimized and seen as Robin hoods by many because they render privatized justice. For a price, of course. And from there, they graduate into politics."

Dr. JP said: "Our judiciary is in shambles. We are all being very polite, partly because we do not want to destroy the one remaining institution with some semblance of authority and credibility and partly because we are afraid of the contempt of court law. But the reality is, the judiciary is as appalling as other institutions of the State".

Dr. JP said: "Nobody in India dares to go to a court of law unless one wants to stall some decision by way of a stay order or to harass someone. If you have the misfortune of going to a civil court and if you have the good fortune of getting a verdict delivered during your lifetime, you must be lucky, goes the folklore in Andhra Pradesh. If you lose the case, you lament in public and if you win the case, you cry in private. It is a tragedy for both."

Dr. JP said that building a quality justice system, accessible to ordinary people costs Rs.500 to 600 crore a year. "Such a system is necessary for small cases because it fosters a culture of law, a rule of law".

The three unwholesome traits

Dr. Jayaprakash Narayan in his address to IT professionals dwelt on three peculiar traits of Indians, which need to be corrected. The first is that we have no sense of equality. We accept inequality by birth as a natural condition of human life. There is no moral outrage at this inequality. It is not an issue of morality. We cannot live in a modern democracy, in a market society, without respecting labor, and human beings for what they are.

The second is lack of trust. Trust is required in dealing with people and across groups. It is there inn a caste or religious group. In a profession, it is there as a trade union. But across groups, it breaks down. We cannot afford that because it ultimately undermines all of us. We require leadership to build bridges and institutions for trust.

Finally, we lack a sense of common fate. Nothing can be better illustrated than by our practice of keeping our homes clean and dumping the rubbish on the road. What you give comes back. There is no choice and that is why we have spotlessly clean homes and filthy streets. We fail to recognize that injustice anywhere will affect us in some form or the other everywhere. There is no escape from that.

  3. Dear JP
I am thoroughly impressed and fully motivated after listening to many of your videos on the youtube.
I have a few suggestions. I would love if you take these suggestions as to-do actions.

Lets take benefit of low-hanging fruits post-bye-elections

1)Lok Satta party office must be open on sundays.
Volunteers can take care of meeting interested people on sundays. This will show that our party works tirelessly and ever ready for new ideas and actions.
(I would have been an active member today, if yesterday the office was open. I started to listen to u on saturday. It didnt take long to invoke fire in me)

    2) Discussion board in loksatta.org webiste.
    a) At present our website has loads of information, but no interaction.
    b) loksatta discussions happen at your blog or party blogspots and loads of other discussion forums and groups in yahoo and google sites.
    c) We need to consolidate our ideas and actions. We need to get into a flow. It happens only if we are focussed.

    3) Action Plan for the diverse human potential within party cadre.
    a) there is a huge bandwagon behind us.
    i) we can work on writing blogs and increase awareness. get much needed funding. motivate connected india.
ii) Do animated movies for campaigning and easily send the message accross. we can use these animated movies for advertising.
iii) we can make use of latest technologies to create maximum impact virtually.
    b) Journalists
    i) We need to be on the print and TV\Radio media daily without fail. journalists can make huge difference in marketing our ideas.
ii) Our articles need to published everyday in as many news papers.
    c) Doctors
    i) start free treatment camps every sunday.
    b)Blue colored workers
    i) they are our main strenght. if an educated person says some thing to poor people, then they would sometimes feel that this is not practical. They believe that this is possible only for well-off people. But if an auto driver says to his community not to drink, it makes a huge difference. if he makes the parents of his community's children understand that the only difference between an IT guy and their daughter is education and healthcare. he might believe it.
Good oraters and Auto guys can make a potent combination in spreading the message accross the streets.
These guys are our true strength.

    4) WE MUST WIN SEATS THIS TIME:
We will be at the inflection point. This will become our first strong step forward in reclaiming the lost republic. If we dont manage it, this will be the lost chance, we have to wait longer to make the difference, we will have to strive harder and that could be demotivating too.
Fear of failure is the best motivator for many of us.
We have to win atleast few seats this election.

    5) Diversify our portfolio
The following campaigns are minimum must
    a) Vote Hyderabad\Andhra Movement
    - Motivate people to get 100% turnout.(i will elaborate this in future)
    b) Come Lets Just Do IT
This will be our call to our NextGen to join the revolution
    c) Techno-Police Movement
    - Usage of Technology in policing. The hapless police is trying to fight the people's utter lack of sense.
    d) Cataract surgery for India.
    - Anti corruption drive to save police and judiciary system.
    - loksatta has been doing this to get effect, lets accelerate.
    e) Demand Education Drive.
    - Another Loksatta strong area.
    e) Health is wealth drive
    f) Save India movement
    - This will be our ultimate weapon.

Lets ring the bell. lets whistle the sleeping brains awake.(like what happened to me).

My dear JP sir, this is India's cry for you. Are you ready to put the next foot forward??
Having come so far, are you ready to lead india?

  4. Dear Dr. JP.
I was always impressed by the amount of intellect you carried and I was really happy that you did not become one of those arm chair critics and are actually attempting to act rather than just speak

I had recently watched quite a few of your addresses and particularly one of those interviews with Karan Thapar (or may be one of the other forums). where you made a comment that as special officer to VSP, you went on to realize that, to parahrase your comment, Public Enterprises are in actuality Private Enterprises of Public Officials and implied (or so I understood) that this was one of the banes of socialism. Yet, you have the following in your constitution. Are you concerned that you wont be able to sell capitalism or a variation of it and you need to resort to using the buzzword "Socialism" to allay fears of the "downtrodden"?

Lok Satta Party shall bear true faith and allegiance to the Constitution of India as by law established and to the principles of socialism, secularism and democracy and would uphold the sovereignty, unity and integrity of India.

I also hear the rumors that you will be part of the grand alliance with leftists and Chiranjeevi when he actually bites the bullet if you know what I mean. Is aligning with left not a self contradictory item based on your agenda?

You also refer to "Eligible for Health Cards as Tax Paying Citizens". Who pays the taxes and who is eligible? If every single Citizen is eligible, (giving you benefit of my doubt on your intentions), then what all can you achieve with about 35% taxes, particularly when we know that tax is only guaranteed by deduction at source (for Salaried inidividuals). If you are talking about taxing the earners and doling out gifts to the poor, you will lose a lot of your NRI support that you are presently attracting because they listened to your sound bites and not have actually gone and cared to read your constitution

Is infrastructure not the most important item that will actually create opportunities and raise the ability to alleviate unemployment, there by making the other items on your agenda as derivative goals rather than primary goals? All government spending should focus on facilitating employment generation and let everything else follow those results. I would have embraced you if you said for example, "We would fight for and create provisions to make this state tax free for industries - and attract a lot of businesses and create employment, so every citizen will have an opportuity to earn well to support themselves". This message is harder to sell because your voter is an indirect beneficiary of this, not a direct one

Government should not create dependency of people on government, rather it should facilitate people to rely on themselves. How do you do that? definitely not by giving free bees.Yet, thats precisely what your schemes would do.

There is a craving for this approach in India, and BJP which is supposedly a conservative party lost its way with mindless and meaningless agenda.

Yet, national health care might be the answer, but how do you pay for it? In none of the items you have on the agenda, you talk about how you want to pay for it. This is not to say that today, India is not doing better because of their inability to pay for these schemes. All I am trying to say is your agenda is much better than other National Parties. However, you your plans appear to be one line slogans and not explained in detail or how you will pay for them. One thing People in India are not used to is ask a tough question - Where is the money coming from? - They like free lunches or they are used to getting one. Or they just dont care. And you are not taking the responsibility to educate them because it will not suite your one line slogans.

I started to email you basically to understand how I can support your movement apart from the monetary contributions after being impressed by your lectures on you tube. Then I went to your website and came back with a lot more questions than I had originally.

I also did not understand why you are trying to base the membership fees on the income some one earns. If people have confidence in your ability and believe in your goals, they will make campaign contributions apart from membership fees. You can actually solicit them. When I looked at my paycheck and figured out what the cost of membership fee is, I got put off by it. I was probably going to make that kind of contribution as what it should be "a contribution" but not as a "fee"

Your intentions sound good, but they are not well explained as to how you would reach those goals. How does that make you different from any other party on earth? If you are not different, then why should I care? I must say that there are a few things I liked, particulary you showing that last year you saved 46+ lacs on operations. That tells that you are prudent, but nothing beyond.

    Thanks and Regards
    Subash

  5. Dear JP Garu,

Namaste. This is Sunil Bommu (sbommu@gmail.com).

    Personal Details:

Name : Venkata Siva Sunil Kumar Reddy Bommu
Qualification : B.Tech in ECE from NIT, Warangal (formerly REC, Warangal) – (1997- 2001)
Occupation : Working as Design Specialist in CMOS Image Sensors R&D group of Dalsa Corporation, Waterloo, Canada
    Age : 28
Native : ObulaRajuPalle, B.Mattam (mandal), Mydukur Constituency, Kadapa
Father : Bommu Radha Krishna Bhoopal Reddy (Retired as Clerk from Cuddapah Co-Op Sugars Ltd)
Mother : Bommu Anu Radha Devi (Home Maker)

I did my schooling in Jawahar Navodaya Vidyalaya, Cuddapah (1990-95). I secured 12th rank in APRJC entrance exam. I did my intermediate from Nagarjuna Junior College, Cuddapah(1995-1997). Secured 150th Rank in EAMCET. I did my Engineering from REC, Warangal(1997-2001) in Electronics and Communications Engineering. Graduated with distinction. Got placement both in Cypress Semiconductors and Saken Technologies. Then I worked for Cypress Semiconductors for 4 years in Banglaore. When I visited Belgium on work I got inspired my Chief Technological Officer, Bart Dierickx. In 2005 I decided to pursue PhD. Resigned for Cypress as Senior Design Enigineer. Got admitted in TUDelft, Netherlands with full funding. Lived with a French guy to understand better about well developed societies. At the end of first year I decided to quit and move back to industry because of lack of interest in the area of research and sponsor willing to change the project. Then my professor also CTO of Dalsa Corporation offered me a job in their R&D team in Canada. Now I am working here as Design Specialist in CMOS Image Sensor R&D team. That’s my career till now.

    Achievements:

    1. Secured 2nd rank in Kurnool District in a model exam for JNV Schools entrance
    2. Selected to study in JNV, Cuddapah
    3. Secured 12th rank in APRJC exam
    4. Secured 150th rank in EAMCET exam
    5. Once joining my first job and learning from huge RECW Alumni I decided to help and strengthen JNV Alumni. Took the lead and created JNVCBUDDIES@yahoogroups to collect all the students from our school. Successfully collected 150 people though the word had reached almost every student from every batch.
    6. Started attending Alumni meetings. Thanks to you for making Right To Information Act a reality. I got the details like how much Govt. has spent on each of us from JNV website to motivate everyone with the facts. Created a bank account with open password to make it transparent to Alumnus and requested all working Alumnus to deposit a minimum of INR 100 so that we can rise 15000 a month and to use that money to give as a scholarship to the merit and needy can’t afford to go for higher studies. Though 100% didn’t respond at least 30% acted positively to give me more hopes.
    7. Requested students studying in different areas apart from engineering and medicine to prepare a document with details like why did they choose that career, competitive exam details, materials, good colleges, career prospects, companies/jobs. We arranged groups to visit school and provide them with guidance since 70% of the seats are reserved for rural people whose parents are not well educated to guide them. We spoke with parents to let their kids study the fields they want to pursue rather than insisting them to get into either engineering or medicine. Instead of explaining benefits of new fields explained them the loss they would incur if they force them to study the field they doesn’t like. We got great success in this matter.
    8. I had a gap of nearly 1.5-2 yrs before my next visit due to my trip to US and Belgium. When I visited school in 2005(before my departure to Netherlands to pursue PhD) I was very sorry for the condition the hostels are in. I couldn’t bear the stench of bathrooms. All electrical wires were hanging, fans were not working, students were sleeping on floor. We enjoyed the luxury of new building since ours is the 4th batch. We heard from one of the nice teachers that school receives renovation fund every year and the principals didn’t well utilize that. Fortunately I had camera and took those pictures and uploaded onto yahoo photos. Once again thanks to RTI Act. I got email IDs of officials from state level to country level on JNV website. I gave our group password and requested them to have a look at those pictures. I was happy to say that they responded positively and every thing was set right. That experience boosted my confidence further. Then started thinking in a different perspective to work at higher level apart from school.
    9. I used to go to our Grand Parents village only to talk to the students to guide them with education. I used to attend along with them during counseling for EAMCET if their parents are not educated.
    10. Since 2005 I had pledged not to bribe and to fight against it by making use of RTI Act. I found the root cause of the problem which is well known. Most of the educated people in India have well earned degrees, knowledge and so on. But these educated never try to know the rules and also procrastinate things. So to get things done out of offices they end up bribing because they approach them in hurry without knowing any rules to answer the officer. Then they look like an illiterate in front of the official. So they end up bribing to finish last minute work. I got my NOC for my bike after waiting for one month without bribing them and finally walking into RTO’s office to launch a complaint. Similarly I got my Birth Certificate too. I was so happy about that.
    11. When I was in Netherlands with the help of friends, my earlier colleagues I was successful in rising nearly 1 lakh to help for the operation of one of the JNV student from Kurnool district.
    12. We found the picture of our junior girl (REC) in eenadu paper in a helpless state. She is from backward classes. She didn’t finish her college because of financial problems and mental disturbance due to stress and so on. We took initiative with the help of REC Alumnus to help her out. In this endeavor our senior (1980 batch) Samuel garu helped us a lot to take the issue to the entire alumnus. Now she finished her studies and working in Hyderabad.

Now after sincere deliberation I had decided to contest as an independent from Mydukur Constituency. During my 3 years of living abroad I gathered lot of experience and knowledge by interacting/understanding how these societies are succeeding with a mere population accounting for only half of Andhra population. In this venture I am reaching out to everyone I know of to help me out in all aspects. REC Alumnus, JNV Alumnus, Others directly and indirectly related are joining and helping me to march forward. From the beginning I am following your motivation and ideals. You are one of my role models. I thought like I should do my ground work before reaching you. I felt that this is the right time to get to you.

I have chalked out the following plans and goals.

    1. I am coming back to India within a month or two.
    2. I will walk through every village interacting with all the families. I will request them to give me feedback related to their problems, what they were promised till now, what are the things they got, where the local leaders failed, what they expect from their leader. What are the main crops in that village, how many educated are there. Based on this I will prepare a report of every village. I will maintain a website for Mydukur Constituency. I will maintain this database accessible for all the public. I request my well wishers to come up with proposals to solve those problems in a practical sense.
    3. I will explore the skills people have in all of these villages and come up with some proposals to start small scale industry. I will talk to people who interested in investing in those. I provide these skilled people with information for the ways to get loans from Grameena banks and so on.
    4. I will explain them thoroughly in the language they can understand the impact of selling their vote on society.
    5. I will try to consolidate 3-5 schools into one where at least there will be a minimum of 5 teachers instead of one room with 20-30 students and a single teacher. I will make sure they are running smooth, funds are well utilized and so on. When I consolidate schools it will be far off for some of the students. For that I will talk and arrange with APSRTC officials to run at least two trips a day trying to cover all villages with minimum buses during school hours. This encourages them to go to school
    6. when it comes to health system for example cuddapah has a population of nearly 35 lakhs. If each person contributes one rupee every month by the end of the year we can have 4,20,00,000. With that we can go for a speciality hospitals. We can survey the common health problems in the district that incur an expense more than 5000. Based on that we can setup the equipment in the hospital to serve those health problems. After that we have monthly 35 lakhs as running cost. To say frankly this is not a great idea but I always wonder the present politicians doesn’t think like this.
    7. I will make sure everyone understand the rules and legal implications, their rights, duties and so on by printing and distributing these booklets in local language, telugu. I will be there with them to talk to the officials on behalf of them. I will listen to every ones grief. We can setup helplines.

Please give me few minutes from your busy schedule to speak with you once. If given email ID of yours I can forward all the mails in which I described all of my opinions, ways of identifying problems, practical solutions and so on. I am looking forward to walk in your foot steps.

PS: My Grand Parents served people during their times but continue afterwards as they couldn’t bear the stench of politics. My Maternal Grand Father was president (Polu Rama Koti Reddy) well know for his generosity. One of my Grand Father’s Bommu Rama Reddy was elected as independent in 1956. He also didn’t continue afterwards. My Grand Father Bommu Poli Reddy is well known for his generosity, honesty and judgement. I am not mentioning all of these things to mention that I have some background. I brought it out to let you know that our Grand Parents were humble servants of society. The stench they couldn’t bear and gave up to get rid of I want to clean it up. I seriously pledge to move in your foot steps while suggesting for refinements whenever necessary.

Hope to listen from you soon.
I can be reached at 001-519-489-2434.

  7. Dear sir,

It is very common in our country that crimes, especially ones committed by powerful, get rarely reported; even if they are ,it is discussed for few days or weeks and sinks into permanent oblivion. There have been cases of fake drugs, crime against women, corruption in managing sports, adulteration of food, illegal sex determination and the list would build like dark patches till all facets of our society loose the last pulse of lightk;for instance, what in this world happended to Jyothi Kumaran who destroyed Indian hockey for his own pecuniary gains? Every inch of our social fabric is soiled and our society is in ICU having been inflicted by this virus called corruption and dishonesty. I am very clear in my mind that corruption is the number one enemy of our country which is sapping all our vital juices, stunting our progress, gloating over extreme inequalities and causing unbearable miseries. We have for long focussed on everything but the core kernal of greatness - National Character. We need to vigorously build our national character in a systematic way which alone can make our nation a great power of the future. This requires galvanizing all forces of fairness, generate unshakeable will and take the fight to the enemy within. This is the greatest investment of our times that we need to do to achieve maxium ROI for the nation and its people.

An organized force like Loksatta, I agree is already on the right path but I hope we concur that more needs to be done. Among other steps, could we maintain an online crime diary with people participation, have a dedicated team to maintain and follow up on these issues TILL CLOSURE? I would be happy to collaborate.

    Thank you.

    With warm regards,

    Sundar

  13. The three unwholesome traits are more than what you have suggested.

    In my view they are:
    1. no moral outrage at Injustice
    2. Lack of honesty. Trust will automatically come when there is honesty. And honesty is engendered by accountability.
3.The rubbish we throw is nothing but a metaphor for selfishness which is a corollary of the lack of social, cultural and national conscience and cohesion.

Leadership is again embedded in the qualities of honesty, vision, clear thinking, courage and humility. A good leader merges with the cause, he can work with a team and motivate them mainly with his own moral rectitude. The rest of it is technical acumen that any school of business can teach.

  19. Hello JP garu,

This is Srivani, I am a Software professional. I was actually looking out for a leader who really wants to do something for the country. Your party has great ideas which is very much required for our state and also for our country to grow. I am very very impressed with your Parties Manifesto.

My only suggestion for you is to target the youth. Only the youth of the country can understand your ideas and change this world. Show them by wall posters and TV Ads how the state is going to be after 5 years if your party wins the elections. Reach them on You tube, Orkut, Twitter, Blogs. Let me know if i can be of any help. Thank you.

  20. Dear JP Garu / LSP Members,
With warm regards I present before you, the revolution going on in people's mind and I would say that the time is not long when we see a new POLITICAL ERA (especially to say in Dr. JP's words) "DHANA RAAJAKEEYALU POYI JANA RAAJAKEEYALU VASTAAYI".

I have gone through an article where DR. JP would ask the voters themselves, on how many votes does LSP win in this ELECTIONS. I would suggest we put on an OPEN BALLOT which consists of following questions:

    a) 500 Rs b) సారాయి c) బద్ధకం d) మీ భవిషత్తు

    Warm Regards,

  21. Hello Mr.JP,
I was going through your wikipedia/loksottaparty.org,It was great idea that you have started party and going to fight against Netas/Corruption etc.,And found the column "make donation" and wanted to donate some small smount as it was going to fight for people.

But it seems that if any one pays higher amount they can hold significant role in your partry, meaning if any body wants to join your party they should pay for the membership. You can always ask for donation, but dont classify them into "gold member" gold plus memeber.

Take donation from peopl, but dont classify them under your party categories, again it looks like corruption " if any body has money they buy the posting in your party.

    Think about it deeply.

Infact i wanted to contribute some amount and ask my friends to do the same, but after seeing all this i stopped.

There are many yougsters(middle class people and he/she can't pay fee & become member) who really want to bring equality/employment/anti-corruption/food/health etc..

Find them motivate them to do real social activity,i you are not doing the above may be your concept doesn't reach people.

But,at the same time i know how hard it is to run a party, always ask donation we will help.

Besk example "online wikipedia" it will always ask for donation, but it's not compulsory, whether you have money or not but u will be allowed to browse their web pages.

    Thanks
