For a better tomorrow,see the big picture

One of the great challenges in any society is increasing administered prices, or reducing subsidies in a politically palatable manner. All democracies wrestle with the problem of reconciling the clash between the short-term political price a government has to pay for temporarily unpopular decisions, and the long-term social good which results from such decisions.

The recent increase in petrol and diesel prices holds a mirror to this classic dilemma. But such a dilemma is not merely the government's problem; the interests of future generations and the whole society are linked to the capacity of a government to take the painful but correct decision. The media, civil society, political parties and opinion makers have the duty to examine these issues and raise the standards of debate.

The oil pool deficit in the current year would have been about Rs. 73,000 crore if prices were not increased to partially offset this deficit. Even then the impact of price increase is only Rs.9,200 crore.

The government also reduced the customs duty from 10 to 7.5% and thus exchequer loses about Rs 6500 crore, reducing the deficit further. The Government is issuing oil bonds to a tune of Rs. 28,000 crore to reduce the oil pool deficit. To that extent, the burden on government increases, except that there is deferred cash outflow. Finally, the oil companies will share a loss of revenue of Rs. 24,000 crore, which in effect is a subsidy to consumers. All these and other steps would bring down the deficit to a manageable level of Rs. 3000 crore. Clearly even with price increase, the government and oil companies are bearing an additional burden of Rs. 52,000 crores, and government is foregoing a revenue of Rs. 6500 crore.

With international crude prices skyrocketing beyond $70 per barrel, any government would have to pass on at least part of the burden to the consumers. Most countries have enhanced oil prices. Britain which imports only 20% of its oil needs, in contrast to our 60%, has priced its petrol at 95 pence per litre (nearly Rs. 82). Most of the nations have realized that global oil prices are likely to further increase as demand continues to grow and supplies stagnate. Over the next few decades we are going to face the severest oil crisis for over a century.

Importing countries have to brace themselves for two consequences of this crisis.

First, oil prices need to be increased, as governments cannot absorb the costs.

Second, the world's dependence on oil needs to be reduced, and consumers and industry should have an incentive to go for energy efficient technologies, more sustainable life-styles and renewable fuels. Otherwise unmanageable fiscal deficits will force governments to bankruptcy; and societies will suffer grievously as oil becomes costlier and more scarce. That is the reason why even rich countries are also raising prices in the interests of society.

One of the criticisms and concerns raised by our economists and parties is the low Tax-GDP ratio in India. Our taxes probably account for 16 - 18% of GDP making it one of the lower shares among large economies. Clearly, better infrastructure, education, healthcare, justice, policing and other public goods cost more money, and low tax base will hurt the poor and inhibit economic growth. If governments give up taxes in order to keep oil prices low, it will only deplete the treasury at the cost of much-needed public goods and services. If other taxes are raised to subsidize oil, it only means that the government is removing the money from the citizen's right pocket and putting it in the left pocket!

Given our low tax-GDP ratio, and the appalling quality of infrastructure and public services, the burden of oil price increase has to be borne by consumers. What we should demand is that every rupee collected is wisely spent by the government for the larger good of our children. Greater transparency, decentralization, accountability, and citizen empowerment must be the watch words.

In fact, the subsidies in energy sector have largely been just dysfunctional and detrimental to the economy. Low price of LPG and kerosene is leading to unauthorized diversion of subsidized LPG and kerosene as automobile fuel. The government is losing an estimated Rs. 15,000 crore per annum in subsidies through diversion. Adulteration with kerosene, which is priced low, is leading to serious environmental pollution and damage to vehicles. Subsidized oil and excise duty concessions on automobiles are promoting private motors leading to more pollution, congestion, higher oil consumption and trade deficits.

But if subsidies have to be given there are two prime candidates.

First is high quality, reliable public transport which will reduce oil consumption, pollution and congestion.

Second, viable alternative, renewable, indigenous fuels like ethanol. This will pave way to the shift to indigenous fuels and reduce green house gas emissions and global warming, rejuvenate agriculture and put our money in our own people's pockets. Even the US is subsidizing ethanol to promote its production. Brazil is saving vast amounts of foreign exchange by producing ethanol at about $ 25 - 30 per barrel.

Sometimes, being wise and compassionate requires toughness. We need to have a comprehensive review of our energy and pricing policies, and delink government from oil pricing decisions. The market should determine the prices, and all subsidies saved should be used for education, healthcare, infrastructure and alternative fuels. We must focus on long-term energy security, renewable biofuels and reduced dependence on costly, imported oil. Politicians have an obligation to look at the bigger picture, speak truth, and mobilize public opinion in favour of rational policies. If today's transient comfort is at the cost of better tomorrows, our children will pay a heavy price for our thoughtless follies.

    I am just wondering why there are no comments at all in this blogsite. Millions of NRIs are watching the developements in India carefully and many of them really want to support movements like Loksatta. However most of them do not have self motivation. If Lok Satta wants to reach them for moral and financial support, it needs to publicise itself more vigorously. I think a better website with a good server is very much needed including links for the readers to comment and discuss among themselves. Atleast a weekly once session of leaders' answers for the readers' questions will be very useful.

    We thank you for your suggestions and we will definitely keep them in mind when we make improvements to our website. A weekly once session of Dr.Narayan’s responses to readers’ comments is an excellent suggestion and we are sure it will soon be a reality.

    We appreciate and look forward to more suggestions from you and other like minded concerned and motivated citizens. As you know, Lok Satta has announced its intention of forming a political party. We are creating a new bilingual i.e. Telugu and English, website for the party. We aim to make it a very high quality one and we are sure you will appreciate it.

    As far as the blogsite goes, we can definitely do with more reader comments. We are taking it very seriously and are trying to make the articles more reader friendly. If you look at the article on the reservation issue, you will note that there were a decent number of comments from the readers. What we are working on is more blog friendly content and quicker responses to readers’ comments. You will soon see the difference.

    In addition to the measures you have suggested, there are a few easy solutions. For starters we need to incentivize technologies which use less energy. Lighting accounts for 18% of world electricity load. In India, we have severe shortage of power. In such a situation we need to make CFLs which consume 1/4 to 1/5 of the energy to provide sam amount of light exempt from all excise and VAT levies,. This will bring their prices down substantially and help the poorer classes buy them.

    Similarly we need to remove excise and VAT on any other such energy saving technologies. Also we need to make it compulsory nationally for Multi-storied buildings to have solar hot water.

    Thank you very much for your response.

    I am eagerly looking forward for the party and its website. And yes... it is high time to hit the nail. Now or never. And I visualise it as a hundred year war. After all, it took a lot more than that much time for the Western countries to evolve. I guess there are no short cuts.

    I urge you at this juncture to continue your practical approach in this fight, but at the same time, not to compromise in maintaining the basic standards of the party/organisation. We may not be able to achieve perfect Gandhian standards, but of course, we need to maintain minimum standards by checking and monitoring (democratically) the motives of the people who want to join the party and lead. I urge you to take the utmost care to stop the pest entering into the field rather than trying hard later on to eradicate it.

    Democratic process in political party is a double edged sword. If majority of the people (51%) turn out to be opportunistic, then the good leader (and the good) cannot prevail, unless he/she becomes autocratic to save the ship. I hope such a situation will not arise.

    Please consider this only as a humble advice from an ordinary citizen. Thank you very much again for your excellent work.

    Thank you for the measures you have suggested. They will definitely go a long way in making us less energy hungry. You will notice that the point you have raised has been touched upon in the article.

    Till the energy wasting and inefficient ordinary filament light bulb continues to be drastically cheaper than the new energy saving light sources, there definitely is no bright chance of everyone switching over to CFL’s. Even though the consumers would save on electricity costs in the long run, the relatively high cost of purchase nullifies any urge to switch technologies. This is true at least in the case of households. The solution therefore is to bring down their prices through the methods you have mentioned.

    We realise that it is a slow process but we are sure that it will happen. The government needs to put in place a well conceived and rational energy consumption reduction plan and boldly implement it. There are many solutions to the problem. What is lacking is the will. We can change it.

    Thank you for the insightful comments. We certainly need to build a truly democratic, member-driven, accountable and transparent party. Secret ballot for leadership elections at all levels, opportunity to challenge and recall leadership, choice of candidates by members through primary elections, fully transparent funding practices, independent election and disciplinary authority are some of the key features we are incorporating in the party constitution.


    I trust and hope that the bulk of the people in our party are always rational, balanced and ethically sound, and that genuine democracy will act as a corrective at every stage. We will certainly do our best to implement these policies and follow them in spirit. We are certainly going to follow a thorough screening process to weed out potential troublemakers and opportunists in the initial stages itself. But as I said before, genuine democracy will take care of things within the party.

    I thank you for your genuine concern and I take this opportunity to assure you that Lok Satta will do its utmost to be a model party.

    i HAVE BEEN FOLLOWING YOUR PROGRESS.THE ARTICLE ON A BETTER TOMORROW REFLECTS MANY AREAS. I AM SPECIALLY INTERESTED IN THE FIELD OF EDUCATION. Having been in this field for the last 35 years there are cwertain aspects which have been bothering me .Problems which can be solved only by people who have a rationalistic vision.Unfortunately the field of education in our state and country does not have the prime postion of the policy makers.this has given rise to the trend of any one doing and changing the policy of education as they like and fancy.Too many considerations like language,religion etc creep in formulating the policy.Finally education suffers and the who is punished? The student.

    Presently the field of Education is ruled ,dominated and dictated to the whims and fancies of Corporates.There is no understanding of the concepts,no analytical approach to the problem,no physical development,no personality development.Finally we are maling Zombies out of this generation. 75% of the stdents who answer correctly whole square of (a+b)are unable to give a correct answer to whole square of (p+q).Where are we leading the futurwe citizens?
    I am sure Loksatta would be able to many such problems.

    I am Bhagavan,22 year old. I don't whether my age is good enough to comment on the present scenario of the political system in India or not. The public are voting again and again to the same party who has been cheating them from the decades, and if they feel the party not in favor of them they are opting another major political party expecting a good from them. But the problem remains same. The problem is not that they are selecting a party who has not fulfilling the requirements. The only problem is that there no better party which can solve their problems and serve public properly. So, I hope people will consider Loksatta as a new revolution in the present political scenario.
    But I am afraid how come a little party like this can survive in the present situations in which money matters. But I strongly believe that people don't afford to neglect a system which can change the face of India and leads it to prosperity. As an educated person, I can be aware of what Loksatta is for, but I don't think the same will prevails in the villages. As a native of a village I know, 90% of the people living in villages are not aware of what Loksatta is for? The villages in which people consider the existing major political parties only as the real parties, many people may not believe Loksatta as a fruitful system. So as fan of you, I strongly suggest you to please publicize our party in the villages and take some village- friendly classes in the non-urban areas also. The best method of doing this is, I suppose, by the educated youth, in the villages only. So plan according to that and let the youth in the villages know what is Loksatta for.

    There is no point in wasting time in conspiracy theories or cynicism and suspicion which became part and parcel of our culture thanks to our castism and degraded politics. Its time to think about the real problems of society and put an end to these blame games. I guess Eenadu got the opinions actively from all party leaders and published them in an effort to defend themselves which is natural and nothing wrong in that. I don’t see anything wrong in what JP has said about the issue. He clearly said that there is no point in wasting our time when there is no actual problem. It would have made some sense if you had been more specific in questioning his opinion.
    Lok Satta’s stance seems to be not responding to any non-specific or irrational personal allegations. I strongly support this policy as there is no point in wasting our valuable time, space and money when there are greater real problems to be faced.

  19. I Believe JP has no reson to say why he supports Ramoji on MArgadarshi. It is clear when courts at all levels and RBI told it is unlawful in collecting Money.
    JP is also one in the new ploitical game.
    I had admiration for his efforts all these days, but now no.

    Let me first congratulate on your victory from kukatpally. A ray of hope for supporters of loksatta party and a civilian like me that there is a voice which would act as a mouthpiece to represent our woes to the government. In course of luring votes from the poorer section of our society the govt seemed to be blind folded to the middle class section. The CM praises himself for implemeting programmes like arogyasri and god knows how many are able to avail it and if ther are availing to what extent they are being treated decently in the hospitals, the houses whch have been given to the poor are in shambles and the promised money before elections is gone into drains. The drinking water has become a media for diseases. The prices of food commodities have soared so high within a span of 3 to 4 months that it is become impossible to a middle class person to buy. I donot understand why nobody is talking about the high prices. Rice, pulses, sugar, oil the basic commodities are giving a reeling sense.The govt boasts of producing the highest figures of rice this year when compared to the previous yrs.Then why this rise in prices. Is there no stop for illegal transport to other states. Is it not necessary for the govt to put a limit for the export and transport until enough is supplied in our state.Buying rice and pulses at the rate of 35 to 40 rupees a kilo and 64Rs a kilo respectivley is not acceptable at all. I feel dejected at this sheepish style of living. Are we really responsible citizens of this country? The big man who are the real estate people now are ruling the roost. Curb the acres and acres of greenlands and turn them into concrete jungles and there are no hard and fast rules for them.Are we not making it difficult for the future generations to survive. Pollution is at the highest level in the city. Any outsider approaching the city can recognise it blind folded. The pungent chemical odour mixed with the biological waste odour became the signature of our city. Now that itis the monsoon time we need to wade thru keeping our fingers crossed lest we may fall into some manholes. Rich doesnot care, poor is ignorant, middle class is dangling. Don't you think sir that we all need a wake up call and our hopes lie with people who are sincere and honest like you. I would like to lend my hand to your association. I hope that u would put across this issues to the govt specifically about the prices and the vanishing green belt the poor GHMC cooperation. I understand that there many issues to be addresses which I need to throw light upon. Your success has started and will take pace when u show concrete developments at your constituency. Your voice is heard by every one of us and we have an immense respect for your party.
