Don't enter into MOUs on Rural Public Schools

The Lok Satta Party today dubbed the State Government's scheme to promote Rural Public Residential Schools with private partnership as a populist scheme meant to benefit managements rather than rural students.

Mr. D. V. V. S. Varma, Lok Satta Party Secretary, in a statement asked the Government not to go ahead with the signing of MoUs with private managements but review the scheme.

Mr. Varma pointed out that that of the 31 lakh students in the 9000 odd high schools in the State, only 3.50 lakh students will get admissions in the 294 schools to be started at the rate of one per Assembly constituency. If the students admitted under management (25 per cent) and merit (25 per cent) quotas are excluded, only 1.75 lakh students or a mere four per cent of high school students benefit.

The Government was publicizing the scheme that benefits a paltry percentage of students with great gusto to gain political mileage. The proposed schools will not reform high school education. And the Government had totally ignored primary education in its bid to promote rural public residential schools. According to surveys made by Asar and Sarva Siksha Abhiyan, primary education is in a parlous state with 62 per cent of students not able to write even the names of their teachers, 50 per cent their parents' names and 8 per cent their own names.

Mr. Varma demanded that 20 per cent of seats in primary and upper primary schools under private managements be reserved for the free education of poor students. He wanted Government schools to be strengthened on par with private schools.

The Lok Satta, if voted to power, will provide free and quality education to all irrespective of their caste or economic status.

  1. How does Lok Satta plan to provide free education to 30 lakh odd students in the state ? If it is feasible, then it is a great scheme. Also, we have the problem of parents sending the children to work instead of school. It would be a good idea to make primary school education compulsory under law and failure to abide by the law punishable.

  2. COMMERCIAL & IRRESPONSIBLE BROADCASTING
    BY TELUGU NEWS CHANNELS (TV9)
    Scenario 1: Recent news flow on a telugu news channel TV9 on 13th November, 2007;
    • 6pm IST (Flash News): “A boy has been kidnapped in Tirupati, Andhra Pradesh” (Flashed for 20-30 times)
    • 7pm IST (News Update): “First phone call received from Kidnappers to that boy’s parents demanding Rs.500,000/- for safe return of their son” (Flashed for 20-30 times)
    • 7.30pm IST (News Update): “Second phone call received from Kidnappers to that boy’s parents threatening, if the police or media is with you, its dangerous to that boy” (Flashed for 20-30 times)
    • News update on next day evening: “The kidnapped boy is killed”
    One can easily imagine! What could be the reasons or chances for killing that boy without getting anything? What made the kidnappers to kill that innocent boy?
    Here come the answers;
    • When the kidnappers did ring for first time & demanded for money, they might not be aware that there is police & media was in contact with parents. As soon as they called & asked for money, within no time TV9 has updated its news that kidnappers have called to demanded for money (till now it is not a problem in updating their news as the condition is normal).
    Now by watching their conversation on TV the kidnappers might come to know that police & media are with the victims. So they called again only to threaten the parents not to be with police & media, otherwise they would be dangerous to the child. Those innocent parents being in panic of losing their loving kid revealed everything to media also other than the police.
    Now the commercial & irresponsible behavior of TV9 came into picture, they did also update the news with the conversation of second phone call also which was not at all useful to track that boy, that too flashing for so many times only to cash the viewers enthusiasm without even bothering & thinking about what happens next to the boy if the culprits watch this news also, which lead to killing of that innocent kid. So the culprits might come into conclusion that media is still with the victims, they must have killed that boy as the news has spread all over the state and they might be tensed of getting caught by the police if they still prolong that conversation. To be in safe side first they might killed that boy & escaped.
    Who is responsible for boy’s murder? Police? TV9? Or innocent parents?
    If one can think with a little bit of common sense, he/she can surely get into confirmation that the very first culprit is MEDIA for broadcasting the phone conversation even after the kidnappers threatened not to be in contact with media, later secondly its POLICE for allowing TV9 to broadcast like this sensitive news which may lead to dangerous situations, and lastly parents for revealing all the phone conversation to the media also other than police, even though we can not blame them, its just a common mistake they did in panic which has been cashed by TV9.
    “So now it is our turn to protest against TV channel being commercial & irresponsible in life & death issues like the above case!”

    This channel did not even leave this issue after that boy was killed. They have been asking SMS pinion questions like “what is your opinion in killing this boy?” because the will get income from these SMSs polled as they are charged in premium rate. This much commercially turned out TV channels we are trusting everyday & they have to be shamed of campaign themselves as fighting for better society.

    Scenario 2:
    Not only this news, there are some programs in all the telugu TV channels which shows all the murder & cheating cases by shooting with actors, nice interesting dubbing with expressions & back ground music which resembles as same as the real story. (crime watch, neraalu ghoraalu)
    I could not understand what is their motto behind this in telecasting these serials is? What do they want to show to viewers? What message the viewers are getting from these programs?
    On top of it people may get ideas for doing like these things.
    For ex: if one watches like this serial in TV & already he/she has a thought of doing such things (murder or robbery), what he/she gets from that program is nice ideas to do the same without leaving clues to police. He/She tries to avoid the mistakes done by culprit while murdering in the serial, also he will master plan in a way not to give clues to police as he/she came to know that how the police interrogation & inquiry goes in like these cases. I think, there is an act of broadcasting; a print or electronic medial shouldn’t show the original visuals of a blood shuttered dead body, crying or screaming of somebody. But what is now a days news papers & TV channels are doing? they are being more interested to show those which will affect much on common people. Is there any prediction for these commercial news delivery?
    If you still think that TV9 really wants to show to the people what is happening around the state, I can give you the remembrance of the next day to bomb blast day in Lumbini Park, Hyderabad. All the people in the city & around the state are watching TV to check out the situation in city, condition of bomb blast victims, and their families, TV9 had telecasted actor Mr. BalaKrishna’s daughter & ex-chief minister Mr. ChandraBabu Naidu’s son marriage in live, highlighting & proudly saying all the way that the marriage function is exclusively covering by TV9 only. They were just updating bomb blast news on a scrolling at bottom of the screen, where the whole screen is covered by happy marriage function, when all the people were in depression & shock of blast. You can imagine why was that, because the only reason is they get paid for telecasting that marriage as live event. If some one thinks that how surely can I say they got paid for it, if it is free why not other channels did cover the same? There should be either of below reasons; one must be all the other channels would have given more importance to sorrow bomb blast news than the happy marriage function or they would have not allowed to surroundings of the marriage as TV9 is exclusively covering it.
    This is how our news channels are at present!

    Scenario 3:
    Now another commercial issue is actor Chiranjeevi’s younger daughter marriage issue; if anyone thinks that what is the necessity of having that much interest in covering whole marriage & telecasting it live for one whole day? Won’t the TV has sentiments & moral ethics; couldn’t it just think that what will be the situation of a helpless father also a famous personality in whole south India? An innocent 19 years girl got influenced by some situations; eloped & married to just a teenage guy who wouldn’t even think of socially & economically settling in his life, also he got an FIR in a Hyderabad city police station for a girl kidnap case couple of years back, he is not that cultured & responsible towards girls from his college days itself (some information got from some of his college friends). He along with his friends planned everything very perfectly for marriage & also post marriage activities. So they decided to take the help of TV9 for whole mission (because they knew that it’s the only famous telugu news channel which will be pro-active in like these issues). There is a roomer that when the new couple did communicate with TV9 for whole broadcasting of this issue, TV9 demanded Chiranjeevi Rs.5crore for not to reveal this telecast, but when he rejected to give that money, TV9 took it like their own mission & did shoot everything like a movie documentary & telecasted live to all the viewers who always looks for a celebrity interesting news, also published the photos within no time in the internet to the whole world.
    Also post marriage, they didn’t that poor father, this TV injected publicity fantasy to that girls & were always with them & gave up to date broadcast when they were in Delhi court asking for protection from her family. Even if you observe the interest of famous lawyer Mrs. Pinki for whom normal people won’t get appointment that easily; when the media asked about her interest in this case, she said that that couple were in deep love since last 2 years. How funny it was is, that girl is just stepped to her 19 now. as she said they must be in deep love since she was 16. That lawyer should have least common sense when she says something in front of media.
    What is the necessity in showing all this to common people? This might be because of only a single reason of not giving money they demanded. Or if anybody thinks that they did all this only to reveal the news & help someone, it is totally wrong & on top this issue affected the teenage society & came out couple eloped cases just after crossing their minority. They followed the same way what this couple did. This is same as scenario 2, does anybody gets benefited with like this information?.
